The latest numbers from the comptroller’s office shows that revenue is continuing to improve in Illinois, but a large backlog of bills remains.  The state is moving into the fiscal year 2013 with an estimated 7.5 billion dollars in unpaid obligations, down half a billion dollars from the previous two years.  While their offices acknowledge an uphill battle to financial stability, various cuts on government spending and some new taxes will help in future years.
