As the governor moves ahead with a plan to close state facilities, State Treasurer Dan Rutherford says the state should develop a plan.  The governor’s budget office confirms the plans to close the Decatur Adult Transitional Center along with other state prison and transitional facilities.  But Rutherford says without a plan, there’s no point in rushing to close facilities...



The Decatur ATC facility houses around 110 former inmates trying to assimilate back into society.  The Governor’s office estimates closing that transitional center will save $2.4 million a year.  Quinn says the closures will likely occur by August 31st.
