To further assist the state in cutting down on gang violence Governor Quinn signed legislation that would make gang leaders accountable for acts that are committed by lower ranking members.  Quinn says that having a state level RICO law will give local prosecutors a shot at putting away higher ranking gang members…



With the legislation signed; Illinois joined 2 dozen other states that already have RICO laws instated.
